If it's getting bumped down, that means that other system processes need the CPU time more, basically, Guild Wars is stealing too many system resources and Windows says "stop that, I need to use your computer so that it keeps working" and bumps it down the priority list.
Priority changes are good for small boosts, but really, you need a better system if you want proper performance increases.
